Cortebeeck wil kader voor gelijkschakeling arbeider-bediende
ACV-voorzitter Luc Cortebeeck hoopt dat de nakende onderhandelingen over een nieuw interprofessioneel akkoord een "kader" voor de gelijkschakeling van het statuut van arbeiders en bedienden oplevert. Doing Business 2011
According to the World Bank, Belgium is a relatively less attractive for "Doing Business" this year than it was last year. In its report, Belgium loses three places on the ranking and finishes 25th.
This year's list of the 10 most-improved economies also includes three in Sub-Saharan Africa—Rwanda (a consistent reformer of business regulation), Cape Verde, and Zambia—as well as Peru, Vietnam, Grenada, and Brunei Darussalam.
Globally, doing business remains easiest in the high-income economies of the Organisation for Economic Co-Operation and Development and most difficult in Sub-Saharan Africa and South Asia. But developing economies are increasingly active. In the past year, 66 percent reformed business regulation, up from 34 percent six years earlier.

Flexible working time arrangements and gender equality - A comparative review of 30 European countries
Increased flexibility of working time arrangements and promotion of gender equality are two important elements in the EU’s employment policy. In many instances, increased flexibility has a positive effect on gender equality, although this is not always the case. This review from the EU Expert Group on Gender and Employment sets out the relationship between working time flexibility and gender equality and compares the state of play in 30 European countries (EU-27 and EEA/EFTA). It gives an overview of working time flexibility throughout Europe as well as in-depth analysis of flexibility in terms of length and organisation of working time. Information is also provided on the regulatory framework and recent policy developments in the field. In addition, the review comprises a detailed statistical annex. This publication is available in English only, with French and German summaries.

France's pension reform: After the protests
As the dust settles, what have the French learned about themselves?
FRANCE has begun to clamber back to its feet after weeks of strikes, demonstrations, blockades, petrol shortages and sporadic violence. Despite delays, this week both houses of parliament voted to raise the legal minimum retirement age from 60 to 62 years; this should become law by mid-November. Oil refineries began to reopen and oil depots were forcibly unblocked on government orders. Rotting rubbish was cleared from the streets in Marseille. Although a further day of strikes was called for October 28th, unions are divided over whether to push their case further. And with schoolchildren on half-term holiday, university students seemed too half-hearted to keep the protests going.
As the French digest the turmoil of recent weeks, and businesses count the cost, what lessons might be drawn about the nature of protest and reform in France? One is that, even though union leaders are still able to draw huge numbers of protesters on to the streets, the disruptive power of strikes is not what it was. This is because the law now guarantees minimum service on public transport and in schools on strike days, and workers who down tools are no longer paid. The strikes have not prevented people getting to work altogether, nor paralysed the country. ...

The unequal benefits of family activation: an analysis of the social distribution of family policy among families with young children
In the last decades, measures to reconcile work and family life arose in response to new societal needs stemming from the generalization of dual earnership. However, dual earnership has not been adopted evenly across various social groups in European societies. Consequently, concerns about the distribution of the benefit of those policies arise: does this new orientation entail a loss of redistributive power of the welfare state? We address this question by focussing on the interaction of three types of family measures and their overall distributional effect in Europe with the Belgian region of Flanders as case in point. We develop a fine-grained analysis to reveal the budgetary impact of the variation in use and generosity, and find that the redistributive effect of child benefits is largely undone by subsidized childcare and parental leave benefits. As such, our analysis supports concern about a reduction of the redistributive character of the „new‟ welfare state.

Microscopic Microeconomics
In the last decade or so, the American economy has been undone by a series of bubbles. First there was the dot-com boom, in which start-ups without business models were suddenly worth billions of dollars. Then after a brief recession, we began speculating about real estate, so that Las Vegas tract homes tripled in value before they even had roofs. The latest suspect for a bubble is gold, which has doubled in price over the past three years.

Immigration and productive tasks: Can immigrant workers benefit native workers?
Several studies find that immigrants do not harm the wages and job prospects of native workers. This column seeks to explain these somewhat counterintuitive findings by emphasizing the scope for complementarities between foreign-born and native workers. Examining 14 European countries from 1996 to 2007, it finds that immigrants often supply manual skills, leaving native workers to take up jobs that require more complex skills – even boosting demand for them. Immigrants replace “tasks”, not workers.

A New Path to a Low-Carbon Economy
The time has come for the US, China, India, and other major economies to declare how they will foster their transition to a low-carbon economy. A small and gradually rising carbon tax that funds a feed-in tariff system could win political support in the US, and could help to foster consensus among the major coal-based economies, including China and India. Gelukzalige onwetendheid
De Vlaming is gelukkig. Althans, dat vertelt de Vlaamse regering. Die pakte gisteren uit met de resultaten van de jaarlijkse enquête die ze voert over hoe we ons voelen, hoe we werken en waar we van wakker liggen. Dat laatste blijkt vooral onze baan te zijn. Vorig jaar stond de zorg om werk op de elfde plaats van wat er ons uit onze slaap houdt, dit jaar op de eerste. Het rapport leert ons verder dat we dikker worden, dat de kloof tussen arm en rijk groter wordt en de weg naar een echte innovatieve topregio moeilijker. En toch zijn we gelukkig. Vanaf dit jaar en minstens tot in 2014 stoppen 300.000 Vlamingen met werken. Dat zal tot grote lacunes leiden in de personeelsbestanden van onze bedrijven.

Comparaison des composantes de la croissance de la productivité : Belgique, Allemagne, France et Pays-Bas 1996-2007
Afin de mieux comprendre la faible croissance de la productivité du travail en Belgique, sur la période 1996‐2007, ce working paper fournit pour ce pays et ses trois voisins, d’abord une analyse des niveaux de productivité et, ensuite, une décomposition de la croissance de la productivité selon la méthode de la comptabilité de la croissance pour les principales branches d’activité de l’économie marchande. Cette décomposition permet de souligner la contribution relativement importante de l’intensification en capital de la production dans la plupart des branches d’activité tant de l’industrie manufacturière que des services marchands. Cette augmentation du capital par heure prestée est principalement une augmentation en quantité dans l’industrie manufacturière et en qualité (effet de composition des investissements) dans les services marchands. Parallèlement, la décomposition de la croissance de la productivité du travail permet aussi de souligner la faiblesse relative de la croissance de la productivité totale des facteurs, c’est‐à‐dire de l’efficacité dans la combinaison des facteurs de production, dans la majorité des branches d’activité de l’économie marchande belge.
