Global imbalances: Is Germany the new China? A sceptical view
Are China and Germany both responsible for the global imbalances? Using four decades of current-account data, this column argues that the role of the US should not be overlooked. A rise in the US’ current-account deficit is matched one for one with a rise in China and Germany’s surpluses. Of zou het een hypermoderne board room zijn, waar jonge en scherpe analisten de leiders hun inzichten presenteren, en discussiëren over de mogelijke scenario's? (Un)desirable Effects of Output Funding for Flemish Universities
Governments introducing output parameters in the funding rule of universities believe that it will induce universities to raise their teaching efforts while educational standards will re-main unaffected. We show that this presupposes positive interaction effects between students' abilities, students' efforts and universities' teaching efforts within the educational production function.
Empirical data on success rates of Flemish university students reveal a strong correlation between students' probabilities of success and socioeconomic background. Moreover, we find a strong social clustering within universities. Hence, combining theory and empirics we conclude that output funding for Flemish universities would lead to socially undesirable effects. Universities attracting more students with a vulnerable socioeconomic background will not be rewarded for raising their teaching effort in the same way as other universities.

Trop de rigueur ou trop de relance ?
L'automne semble affecter aussi la reprise mondiale. Les perspectives s'assombrissent un peu partout. Aux Etats-Unis, la crainte d'une rechute apparaît. En Europe, des pays comme l'Irlande ou l'Espagne restent groggy. Même en Chine, les mesures de resserrement du crédit font ralentir l'économie.

Immobilier : il y a de la rage taxatoire dans l'air !
Par ces temps de fringale budgétaire, l'immobilier, moins mobile que les capitaux, est une cible de choix. Presser fiscalement la brique belge serait à ce point à l'ordre du jour du gouvernement que les ténors du secteur ne se contentent plus de faire passer leurs craintes discrètement, par relais et lobbies habituels. Ils sortent aujourd'hui de leur réserve.
