Innovative working practices
With pressure on public finances, organisations are looking to find innovative working practices to save money. Capital Ambition asked IES to explore how some London Boroughs (sometimes with local NHS organisations) are sharing professionals or teams across organisational boundaries. This might happen through the sharing of an individual (eg joint head of HR), sharing of a team (joint HR function) or through procurement of services from another authority. The Cult of Theoi: Economic Uncertainty and Religion
Sacrifices to deities occur in nearly all known religions. In this paper, we report on our
attempts to elicit this type of religious behaviour towards “Theoi” in the laboratory. The theory
we test is that, when faced with uncertainty, individuals attempt to engage in a reciprocal
contract with the source of uncertainty by sacrificing towards it. In our experiments, we create
the situation whereby individuals face an uncertain economic payback due to “Theoi” and we
allow participants to sacrifice towards this entity. Aggregate sacrifices amongst participants
are over 30% of all takings, increase with the level of humanistic labelling of Theoi and
decrease when participants share information or when the level of uncertainty is lower. The
findings imply that under circumstances of high uncertainty people are willing to sacrifice

Le bonus de pension : un cadeau empoisonné
Dans ce numéro de Regards Economiques, nous étudions les effets de trois réformes potentielles du système de pension légale en Belgique, incluant le «bonus de pension» introduit par le gouvernement en 2007 et visant à gratifier des années de travail au-delà d’un certain âge plutôt qu’à pénaliser la retraite anticipée. Nos variables d’intérêt sont l’âge de départ à la retraite, le budget du gouvernement et les inégalités au sein de la population âgée. Nos simulations révèlent que le «bonus de pension» est une réforme inefficace. Au contraire, une pénalisation de la retraite anticipée aurait permis d’améliorer la soutenabilité budgétaire du système, tout en réduisant davantage les inégalités des revenus parmi les pensionnés.

Average tax burden on workers’ earnings fell in most OECD countries last year
Belgium, Hungary and Germany once again had the highest tax wedges for single workers without children on average wages, at 55.2%, 53.4% and 50.9% respectively, though all three countries showed a small drop from in 2008. Read the OECD summary here.

Arguments in favour of for-profit organizations:
1. "There is overwhelming evidence that for-profit nursing homes have lower costs and greater efficiency"
2. "Nonprofit health care providers are slower to react to change, expanding capacity less quickly when demand rises and dropping services or withdrawing from markets less frequently when profitability declines."
Arguments in favour of nonprofit organizations:
1. "Ownership-related differences in adverse health events within facilities are far more pronounced in nursing homes than hospitals." The nonprofit nursing homes generally providing a better quality of care.
2. "Nonprofit organizations appear more trustworthy in delivering services, being less likely to make misleading claims, to have complaints lodged against them by patients, and to treat vulnerable patients differently from other clientele."
3. "Nonprofits are typically the incubators of innovation (for example, health maintenance organizations, or HMOs, during the 1930s or hospice three decades ago), using philanthropy and cross-subsidies to finance the development of services for which there is not yet a market."
